There are 154 tiles total, along with five gorgeous green Bakelite tile racks with no damage. Six of the tiles are different color but do have the green backing, which five have separated. There is also one solid color tile. I would not know a complete set from a partial. I have laid out all the tiles in the pictures, so please make your own determination as to whether it is complete or not.
